Implementation principles
- Re-engineer workflows to remove redundant steps and automate avoidable manual intervention.
- Integrate approvals and data flows instead of asking businesses for information already held by government.
- Keep notified systems operational, publicly accessible where required and aligned to the prescribed reform checklist.
- Submit evidence and user data in the prescribed format and within the notified exercise timeline.
Generic evidence checklist
The BRAP 2026 guidebook applies a common assessment checklist in addition to reform-specific requirements.
Functional URL
Provide the public URL for the State SWS or integrated departmental system used to implement the reform.
Availability evidence
Upload the required NIC or IT Department confirmation that the system is live and has maintained at least 90% uptime for the preceding month.
Validation access
Provide approved read-only or demonstration credentials so assessors can verify relevant backend functionality.
Live demonstration
Demonstrate the reform during DPIIT evaluation to establish that the system and integration are operational.
Supporting artefacts
Provide reform-specific screenshots, video walkthroughs, notifications, reports and user data where prescribed.
Ongoing access
Keep submitted evidence URLs functional and publicly accessible for the minimum period specified in the guidebook.
Single Window System priorities
An effective SWS provides one-stop digital access, reduces physical interaction, shortens approval time, gives near-real-time status and supports seamless information flow across departments. Its essential modules include Single Sign-On, Know Your Approvals, a Common Application Form, unified payment and performance dashboards.
District BRAP
DBRAP is a State-driven exercise. Districts focus on timely service delivery, inspection coordination, facilitation and local accountability, while State authorities operate the systems, integrate district services and submit evidence through the BRAP Portal.
Applicability changes
The circular dated 29 April 2026 modifies State BRAP and SWS applicability following enforcement of Labour Codes. Teams should consult that circular before preparing affected reform submissions.
